Why is India Protesting? -- A Primer for Friends and Family on CAA/NPR/NRC (Updated)
Millions of protesters from all communities out on the streets of India understand only too well that the recently enacted Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC) pose the greatest threat to India's Secular Democracy since independence.
But when someone in your own family or your friend questions you on why you are opposing a purely humanitarian act to give shelter to persecuted minorities in India's neighbourhood, it is important that you give them an informed response: For example that CAA requires a religious litmus test for citizenship (i.e. all except Muslims), which is unconstitutional; that CAA purports to be only for refugees from three countries, but the government has in fact proposed a similar religious test for processing 'illegal immigrants' in Assam, which could be extended to a nation-wide NRC, etc.

An Afterword:
As our friends at Citizens for Justice and Peace (CJP) remind us in this short video, the NRC’s adverse impact goes beyond the Muslim community. All poorer communities such as Adivasis, Dalits, nomadic tribes, migrant labour, and many others will simply not be able produce any documents to prove their residency in India. This was clearly the case in Assam, where detention camps held many Hindus and some even died there. It does not help to trot out the excuse that rules have not yet been framed for a nation-wide NRC, or to say that ultimately all non-Muslims will be allowed to stay. What must be understood is that regardless of the final disposition, everyone will have to first go through the harrowing process of proving their legitimacy to the state, through NPR initially, and then through NRC. Any idea of selective amnesty to non-Muslims can only come after such an inhuman and degrading process.
